• Managed all social and environmental management compliance issues and development strategies, including the resettlement plan, environmental management plan with complete responsibility for the section.
• Negotiated social obligations with Government and project lenders in line with international best practices.
• Reviewed the compliance of the social environmental safeguards. Thereafter, monitored and improved designs
• Implemented community oriented social and environmental components.
• Managed all Departmental Social and Environmental units including infrastructure and mining.
• Managed all budget aspects to fulfil the Project’s E&S’s financial obligations.
• Managed all Department staff from recruitment including human resource policy, grievance resolution and performance.

ENVIRONMENT MANAGER (Oct 2007 - Aug 2012)

Theun-Hinboun Power Company Expansion Project (THPC):

• Accountable for the entire THPC environment program from conception to completion: Implementing programs including, water quality, hydrology, fisheries, reservoir biomass clearance, forestry / protected area / catchment management, waste management, construction monitoring / rehabilitation, and environment awareness.
• Conceived overall company policy and managed implementation of the entire Environment program to ensure full execution of the Environment Mitigation and Monitoring
  Plan with a unique standards-based approach. .
• Assessed and coordinated analysis of development constraints: recent work focused on assessments in the energy sector, analysis of and means to working around constraints and representing THPC.
• Negotiated with landowners and key stakeholders: working with local communities to build trust and consensus.
• Managed all aspects of HR management, reporting, administration and financial management (Controlled budgets / timelines / project delivery) remaining under budget.
• Initiated GIS and information management systems that improved efficiency of organisational decision making.
• Solved varied social, livelihoods, construction, government liaison issues through support, advice and guidance.
• This environment project is the standard-bearer in Southeast Asia for large infrastructure developments (as independently assessed by the Asian Development Bank amongst others) and is the most acclaimed THPC division. This has proven instrumental in raising the standards for such projects regionally.
  

ENVIRONMENT COORDINATOR / ACTING ENVIRONMENT MANAGER (Jan - Oct 2007)

Lang Xang Minerals Limited / Oxiana, Sepon, Savannakhet Province. Lao PDR: Sepon Gold and Copper Mine:

• Responsible for environment division as Acting Manager (approximately 50% of time), specifically; mine water and rehabilitation, waste management and environment management systems.
• Incorporated energy efficiency initiatives into the Sepon operation.
• Initiated the process the led to ISO14001 accreditation for the LXML / Oxiana mine as it became the first and only mine in Lao PDR to become ISO14001 accredited.
• THPC and LXML are now both flagship projects.

REGIONAL PROGRAM CO-ORDINATOR / COUNTRY PROGRAM DIRECTOR (2003 - Dec 2006)

Heinrich Boll Foundation (HBF), Chiang Mai, Thailand and Phnom Penh, Cambodia:
Core Environment Program and all Cambodia program;

• Responsible for Thailand’s regional office’s core program and the complete Cambodia program.
• Developed a new regional program strategy and oversaw the initial
  implementation.
• Represented the foundation in Cambodia, and on energy issues at international, regional and national platforms.
• Wrote and edited publications, press releases and public information documents.
• Expanded the scope and quality of the research congress in the Faculty of Environment and Social Sciences at the Royal University of Phnom Penh (RUPP) improving research standards. This remains the highlight of the academic calendar.
• Left HBF with vastly improved regional energy / environment programs and a cohesive Cambodia program.
